Upgrading BE 2012 SP4 to BE 15 - Failing Environment check

I am running BE 2012 SP4 on MS Windows Server 2008 R2 SP1 64bit.  The BE DB repository is using a local instance of SQL Server 2005 SP4.  I am trying to upgrade to BE 15 and fail the BE Environment Checks for BE Version: "The latest Backup Exec service pack is not installed on this computer. Use LiveUpdate to install the service pack, and then run the installation again. To run LiveUpdate,click the Backup Exec button, select Installation and Licensing, and then select LiveUpdate"

Any suggestions?
