Backup Exec Agent for Application and Database license

Hi, my customer's backup server is BE2014 SP2 on Windows Server 2008 R2 SP1 Std. They want to add one more client to the backups which is a Windows server (Windows Server 2008 R2 SP1 Std) with Microsoft SQL databases. My question is:

If we need to back up both the MS SQL database and the file system (C drive, D drive, etc.) of this addtional client, does the customer need to purchase 1 x Agent for Application and Database license only or 1 x Agent for Application and Database license + 1 x Agent for Windows license?
