Appliance Self Test fails during upgrade from 2.6.0.1 to 2.6.0.3

While trying to upgrade Netbackup 5230 appliance from 2.6.0.1 to 2.6.0.3, the self test fails with the following:

 Checking test backup and restore operations ...                    [FAIL]

I checked activity monitor, and I see that the self test parent job kicked off, but doesn't seem to be doing anything.  It's sitting at:

begin Stream Discovery: Policy Execution Manager Preprocessed

The only thing I can think of that might be causing this is that I suspended all jobs and slp's prior to kicking off the upgrade using the following:

nbpemreq -suspend_scheduling

nbstlutil inactive –lifecycle <lifecycle name>

Could this be the cause?  I'm trying to avoid any jobs from running during the upgrade.
