2 exclude lists on unix client

hello,

we have in /usr/openv/netbackup

exclude_list and exclude_list.policy.schedule

specific exclude list for schedule is not working

client is on version 7.1.0.4 and master on 7.5.0.7
 

both exclude list cannot be applied?
